The following allegation was considered by a Panel of the Health Committee at the substantive hearing on 21-22 July 2015:
By reason of your physical and/or mental health, as described in Schedule A, your fitness to practise as a Social Worker is impaired.
1. The Panel was aware that written notice of these proceedings was posted to the Registrant at her registered address by first class post on 24 October 2017. It was also e-mailed to her registered email address on the same date. The Panel determined that notice of this hearing had been properly served, in accordance with the rules.
Proceeding in absence
2. The Panel heard the submission of Ms Akinfenwa to proceed in the absence of the Registrant. It heard and accepted the Legal Assessor’s advice and paid due regard to the HCPTS practice note on proceeding in the absence of the Registrant. The Panel noted that the Registrant had not appeared on any of the occasions in the past. In the knowledge that this is a mandatory review (the current order expires tomorrow), the Panel took the view that there would be no benefit in adjourning these proceedings. There had been no application, in any event, for this to happen. It is clear to the Panel that the Registrant has voluntarily absented herself and that public interest demands that this case should proceed in her absence.
Proceeding in Private
3. This case is concerned with the health of the Registrant. Every hearing so far has been conducted wholly in private. Ms Akinfenwa submitted that this hearing, too, should be heard in private. The Panel took the view that it was important to protect the private life of the Registrant and thus decided that the application should be granted.
Order: The Registrar is directed to strike the name of Ms Annabel Jones from the register with immediate effect.
