Order

ORDER: The Registrar is directed to annotate the Register on an interim basis to show that, for a period of 18 months, you, Alin Dorneanu must comply with the following conditions of practice:

1. You must confine your professional practice to working at the House Clinics, 118 Redland Road, Bristol, BS6 6QT and must not work at any other place of work unless authorised to do so by the HCPC in writing.

2. You must inform the HCPC within seven days if you cease to work for House Clinics, 118 Redland Road, Bristol, BS6 6QT.

3. You must inform the HCPC if you propose to take up any other or further professional work seven days before taking up such work.

4. You must inform the HCPC within seven days if you take up work requiring registration with a professional body outside the United Kingdom.

5.You must inform the HCPC within seven days of becoming aware of:

A. any patient safety incident you are involved in;

B. any investigation started against you; and

C. any disciplinary proceedings taken against you.

6.  You must inform the following parties that your registration is subject to these conditions:

A. any organisation or person employing or contracting with you to undertake professional work;

B. any agency you are registered with or apply to be registered with to undertake professional work (at the time of application);

C. any prospective employer for professional work (at the time of your application).

7.       Except in life threatening emergencies, you must not be involved in the direct provision of services to female service users without a chaperone being present.

          A life-threatening emergency means a situation where you genuinely believe, or are instructed, that a person's life is at risk and the specified activity is required in order to treat them.

8.       You must maintain a record of:

A. every case where you have been involved in the direct provision of services to female service users, in each case signed by the chaperone and containing their name and any observations; and

B. every case where you have been involved in the direct provision of services to such service users in a life-threatening emergency and without a chaperone being present.

9.       You must provide a copy of these records to the HCPC every three months from the date of this order, or, as the case may be, confirm that there have been no such cases during that period; and must make those records available for inspection at all reasonable times by any person authorised to act on behalf of the HCPC.

10.     You must place yourself and remain under the indirect supervision of a mentor registered by the HCPC or other appropriate statutory regulator and supply details of your supervisor to the HCPC within seven days of the date of this order. You must meet with that supervisor monthly (the first meeting to take place by 20 November 2025), and follow their advice and recommendations in respect of the following areas of practice, namely:

·       obtaining informed consent;

·       maintaining professional boundaries;

·       effective and appropriate communication; and

·       record-keeping.

Such supervisor should consider any records created pursuant to Condition 8 and any verbal feedback that may be given to the supervisor by any chaperone.

Indirect supervision means that you may work single-handed in the relevant area subject to the restrictions and measures put in place by your supervisor. While it is not expected that you will be monitored at all times, it is expected that the supervisor will schedule regular check-ins with you, and will have general oversight of your work in this area.    

11.      You must arrange for a report on the matters specified in Condition 10, to be provided to the HCPC by your supervisor every three months, the first such report to be provided by 27 January 2026.

12.     You must arrange for a random sample audit of clinical records of your female patients to review the following areas of your practice by your supervisor every month (the first such audit to take place by 20 November 2025):

A. obtaining informed consent and record-keeping;

B. You must send the HCPC a copy of the results of each audit every three months, in conjunction with the report as set out in Condition 11.

 

Notes

This order will be reviewed by the Committee no later than 20 April 2026 or earlier if new evidence which is relevant to the Order becomes available after it was made.
