Order
ORDER: The Registrar is directed to annotate the HCPC register to show that for a period of 18 months from today’s date, 17 April 2026 (“the Operative Date”) you, Mr Philip Murrie must comply with the following conditions of practice
1. You must not carry out any work which requires professional registration with the HCPC to carry out (“professional work”) on female service users.
2. You must place yourself and remain under the indirect supervision of a Physiotherapist supervisor registered by the HCPC and supply details of your supervisor to the HCPC within 28 days of the Operative Date.
3. You must maintain a record of every service user to whom you have provided any professional work. You must provide a copy of these records to your HCPC registered Physiotherapist supervisor
4. You must ensure that you maintain a Record of Service Users which complies with the following requirements:
(i) the records provide the dates, times, name and gender of the service users on whom you have undertaken professional work
(ii) the records are signed by your supervisor for each individual entry/each day/before submission to the HCPC.
5. Make those records available for inspection at all reasonable times by any person authorised to act on behalf of the HCPC.
6. You must arrange for an audit of the following areas of your practice by your supervisor every month:
A. The supervisor must audit all of your clinical records, cross referencing them to the Record of Service Users seen, to confirm that you have only treated male service users.
B. You must send the HCPC a copy of the results of each audit within seven days of receipt and ensure that the audit is co-signed by your supervisor to confirm that they are a true and accurate record, that you have not provided professional services to any Female service users during the period covered by the audit
7. You must not be involved in the training of female students/colleagues/other healthcare professionals/members of the public.
8. You must inform the HCPC within seven days if you take up any other or further professional work.
9. You must inform the HCPC within seven days if you take up work requiring registration with a professional body outside the United Kingdom
10. You must inform the HCPC within seven days of returning to practice in the United Kingdom.
11. You must inform the HCPC within seven days of becoming aware of:
A. any patient safety incident you are involved in;
B. any investigation started against you; and
C. any disciplinary proceedings taken against you
12. You must inform the following parties that your registration is subject to these conditions:
A. any organisation or person employing or contracting with you to undertake professional work;
B. any agency you are registered with or apply to be registered with to undertake professional work (at the time of application);
C. any prospective employer for professional work (at the time of your application);
D. any organisation through which you are undertaking professional training;
E. any supervisor required by these conditions
13. You must allow the HCPC to share, as necessary, details about your performance, compliance with, and/or progress under these conditions with:
A. any organisation or person employing or contracting with you to undertake professional work;
B. any agency you are registered with or apply to be registered with to undertake professional work (at the time of application);
C. any prospective employer for professional work (at the time of your application);
D. any organisation through which you are undertaking professional training;
14. You will be responsible for meeting any and all costs associated with complying with these conditions.

This Order will be reviewed by the Committee no later than 17 October 2026 or earlier if new evidence which is relevant to the Order becomes available after it was made.
Right to Apply to the Court
Under Article 31(12) of the Health Professions Order 2001, you may apply to the appropriate court to terminate the order or vary the conditions imposed.
