Preliminary Matters
Proceeding in Private
1. The HCPC applied for the whole of the hearing to be heard in private, as it related purely to matters relating to the Registrant’s health. It was submitted that the entirety of the hearing should be heard in private to protect the Registrant’s private life, in accordance with Rule 10(1)(a) of the Health Professions Council (Health Committee (Procedure) Rules 2003 (the Rules). The Registrant’s representative supported this application.
2. The Panel heard and accepted legal advice. It had regard to the HCPTS practice note ‘Conducting hearings in private’ dated February 2025.
3. The Panel was mindful of the principle of open justice. It concluded that the entirety of the proceedings related to the Registrant’s health and no part of the proceedings could be separated from this to be heard in public. The Panel therefore decided that the hearing should be held entirely in private to protect the Registrant’s right to privacy in respect of his health conditions.

ORDER: The Registrar is directed to remove the name of Mr Oliver Carlon from the Register with immediate effect.
