Finding

 


1.    The Allegation was considered by a panel of the Health Committee at a Disposal by Consent Hearing on 18 November 2024.

2.    The panel at the Disposal by Consent Hearing found the following:

3.    The panel found the Registrant’s fitness to practise to be impaired and a Suspension Order for a period of 12 months was imposed as a sanction. The decision was reviewed on 8 December 2025, and the reviewing panel imposed a further Suspension Order for a period of 6 months which came into effect on 16 December 2025. 


Preliminary Matters
Service

4.    Ms Sampson applied to the Panel for it to sit in private. She submitted that, pursuant to Rule 10(1)(a) of the Health and Care Professions Council (Health Committee) (Procedure) Rules 2003 (“the Rules”), hearings are held in public. However, the Rule also provides that the Panel may sit in private, wholly or partly, where it is satisfied that the protection of the private life of the Registrant so required.

5.    Ms Sampson submitted that the case solely relates to the Registrant’s health and it was appropriate therefore to conduct the hearing in private.

6.    Mr Higgs, on behalf of the Registrant, was in agreement with the application.

7.    The Panel heard and accepted the advice of the Legal Assessor. 

8.    The Panel took into account that the Allegation which the Panel are to review relates entirely to the Registrant’s health. The Panel was satisfied that, in all the circumstances, the protection of the Registrant’s private life outweighed the need for a public hearing, and it decided to sit wholly in private for the hearing.

Order

The Registrar is directed is directed to suspend the registration of Ruby-May Addy for a further period of 6 months on the expiry of the existing order.

The Order imposed today will apply from 16 June 2026. 

This Order will be reviewed again before its expiry on 16 December 2026.
