Order

Order: The Interim Conditions of Practice Order made on 18 August 2023 is varied (as underlined) to read as follows:

The Registrar is directed to annotate the HCPC Register to show that, for a period of 18 months from the date that this Order takes effect (“the Operative Date”), you, Konstantinos Papakonstantinou, must comply with the following conditions of practice:

1. You must place yourself and remain under the indirect supervision of a workplace supervisor registered by the HCPC as a Paramedic, or a medical practitioner registered by the GMC or a nurse registered by the NMC working as an emergency care practitioner, or as an advanced clinical practitioner working within the emergency care setting. You must supply details of your supervisor to the HCPC within 28 days of the Operative Date. You must attend upon that supervisor as they require, follow their advice and recommendations and provide a report from the supervisor to the HCPC 14 days before any review hearing.

2. When administering a drug as a paramedic under Schedule 17 or 19 of the Human Medicines Regulations 2012 you must check and follow the Joint Royal Colleges Ambulance Liaison Committee (JRCALC) guidelines unless you have discussed the case and obtained agreement from another HCPC registered paramedic, or a NMC or GMC registered clinician competent in the use of that medicine. For the sake of clarity, this does not prevent you from administering medicines that have been prescribed for a patient or are covered by a patient group direction (PGD).

3. You must not administer any controlled drug unless under direct supervision of another HCPC registered paramedic, or a NMC or GMC registered clinician competent in the use of that medicine, apart from in the case of a life threatening emergency.

4. When involved in the administration of medication as described in conditions 2 and 3 you must maintain a record of every case where a deviation from guidelines occurred, or where you have undertaken the administering of a controlled drug. This record must be signed by your supervisor and you must:

A. provide a copy of these records to the HCPC or confirm that there have been no such cases 14 days before any review of this order; and

B. make those records available for inspection at all reasonable times by any person authorised to act on behalf of the HCPC

5. You must promptly inform the HCPC if you cease to be employed by your current employer or take up any other or further employment.

6. You must promptly inform the HCPC of any disciplinary proceedings taken against you by your employer.

7. You must inform the following parties that your registration is subject to these conditions:

A. any organisation or person employing or contracting with you or your limited company to undertake professional work;

B. any agency you are registered with or apply to be registered with (at the time of application); and

C. any prospective employer (at the time of your application)

Notes

This Order will be reviewed by the Committee no later than 23 May 2024 or earlier if new evidence which is relevant to the Order becomes available after it was made.
