Order

The Registrar is directed to annotate the HCPC Register to show that, for a period of 18 months, from the date that this Order takes effect (“the Operative Date”), you, Dr Conall Donegan, must comply with the following conditions of practice:

1. You must not carry out any assessment or treatment approach with any person under the age of 18 unless you are directly supervised by a Practitioner Psychologist (Clinical or Counselling) registered with the HCPC. This restriction is to remain in place until such time as this Practitioner Psychologist certifies to the HCPC that you are deemed competent to practise with patients under the age of 18 without direct supervision.

2. For professional interactions with patients aged 18 or over, you must remain under the indirect supervision of a supervisor appointed by your current or any future employer (for the avoidance of doubt, this does not have to be the same person referenced in Condition 1). This supervisor must be a Practitioner Psychologist registered by the HCPC. You must supply details of this supervisor to the HCPC within one month of the Operative Date.

3. You must attend upon that supervisor as required and follow their advice and recommendations until such time as that supervisor considers that you are deemed competent to practice without supervision.

4. You must work with this supervisor to formulate a Personal Development Plan designed to address any concerns identified with regard to your record-keeping and/or clinical practice.

5. Within three months of the Operative Date, you must forward a copy of your Personal Development Plan to the HCPC.

6. You must meet with your supervisor on at least a monthly basis to consider your progress towards achieving the aims set out in your Personal Development Plan.

7. You must allow your supervisor to provide information to the HCPC about your progress towards achieving the aims set out in your Personal Development Plan.

8. You must ensure, as far as possible, that within a period of three months from the Operative Date, your care of any current private patients is either concluded or transferred to another practitioner. If exceptionally this is not possible, you are to advise the HCPC accordingly.

9. You must maintain the current supervision arrangements of your private practice.

10. You must not undertake work with any new private patients.

11. You must maintain a record of every professional interaction which you have with a patient, in accordance with the record-keeping policy of your employer, and you must:

A. provide a copy of these records to the HCPC every two months, the first report to be provided within two months of the Operative Date, or confirm that there have been no such cases during that period; and

B. make those records available for inspection at all reasonable times by any person authorised to act on behalf of the HCPC.

12. You must promptly inform the HCPC if you cease to be employed by your current employer or take up any other or further employment.

13. You must promptly inform the HCPC of any disciplinary proceedings taken against you by your employer.

14. You must inform the following parties that your registration is subject to these conditions:

A. any organisation or person employing or contracting with you to undertake professional work;

B. any agency you are registered with or apply to be registered with (at the time of application); and

C. any prospective employer (at the time of your application).

Notes

This order will be reviewed by the Committee no later than 12 June 2023 or earlier if new evidence which is relevant to the Order becomes available after it was made.
