Mr Stephen Barton

As a registered Practitioner Psychologist (PYL02338) your fitness to practise is impaired by reason of misconduct and/or lack of competence. In that:

1. On 20 March 2019 you failed to report a concern to the safeguarding team in a timely and/or adequate manner when Service User A threatened to kill himself, his mother and members of the public.

2. On or around December 2017 you misrepresented your qualifications in that you signed clinical letters with your professional title as Doctor.

3. On or before May 2018 you attended Service User B’s home address against Lone Working Policy.

4. On or before May 2018 you did not provide the appropriate patient care to Service User B in that you did not listen to Service User B when discussing trauma.

5. Your conduct at Particular 1 lacked integrity.

6. Your conduct at Particular 2 was:

a. Dishonest; and/or

b. Lacked integrity.

7. The matters set out in Particulars 1 to 6 constitute misconduct.

8. The matters set out in Particulars 1, 3, 4 and/or 5 constitute a lack of competence.

9. By reason of your misconduct and/or lack of competence your fitness to practise is impaired.
