The Registrar is directed to annotate the HCPC Register to show that, for a period of 18 months from the date that this Order takes effect (“the Operative Date”), you, Mr Ashwin Subashchandra Dubay, must comply with the following conditions of practice:

1. You must confine your professional practice to Rehab Basics.
2. Except in life threatening emergencies, you must not be involved in the direct provision of services to female service users without a chaperone being present. The chaperone must be an HCPC-registered Physiotherapist.

3. You must maintain a record of:
A. every case where you have been involved in the direct provision of services to female service users, in each case signed by the chaperone and containing their name and HCPC registration number; and
B. every case where you have been involved in the direct provision of services to female service users in a life-threatening emergency and without a chaperone being present.

4. You must provide a copy of these records to the HCPC 14 days prior to every review hearing or, alternatively, confirm that there have been no such cases during that period and you must make those records available for inspection at all reasonable times by any person authorised to act on behalf of the HCPC.

5. You must place yourself and remain under the indirect supervision of a HCPC registered Physiotherapist and supply details of your supervisor to the HCPC within one month of the Operative Date. You must attend upon that supervisor at least monthly, and follow their advice and recommendations in relation to maintaining professional boundaries.

6. You must provide a copy of the records of your supervision meetings to the HCPC regarding professional boundaries 14 days prior to every review hearing.

7. You must inform the HCPC within seven days if you cease to be employed by Rehab Basics.

8. You must inform the HCPC within seven days of becoming aware of:
A. any patient complaint involving you;
B. any investigation started against you; and
C. any disciplinary proceedings taken against you.

9. You must inform the following parties that your registration is subject to these conditions:
A. Rehab Basics;
B. any chaperone/supervisor required by these conditions.

This order will be reviewed by the Committee no later than 2 October 2024 or earlier if new evidence which is relevant to the Order becomes available after it was made.
