ORDER: In place of the original Interim Suspension Order imposed on 1 September 2022 the Registrar is directed to annotate the HCPC Register from the date that this Order takes effect to show that you, Mr Alexander McDowell, must comply with the following conditions of practice:

1. You must limit your practice as a Paramedic to working with one employer and you must not undertake any agency work.

2. You must not work as a single responder and must at all times work as part of a team.

3. You must inform the HCPC within 7 days if you take up work as a Paramedic.

4. You must inform the HCPC within 7 days if you cease to be employed as a Paramedic.

5. Upon taking up employment as a Paramedic you must place yourself and remain under the supervision of a workplace supervisor registered with the HCPC and supply details of your supervisor to the HCPC within 14 days of the supervisor being identified. You must attend upon that supervisor as required and follow their advice and recommendations.

6. You must meet with your supervisor on a fortnightly basis to consider any conduct issues in relation to your practice that might arise and, in particular, your adherence to professional boundaries.

7. You must not have contact with any patient or service user, on whom you have attended or treated in the course of your professional practice, other than in a professional capacity. In the event that any such patient or service user contacts you outside work you must as soon as practicable report such contact to your supervisor.

8. You must obtain a report from your supervisor about your progress and your compliance with these conditions. You must send this report to the HCPC no later than 5 days before any review of this order.

9. You must promptly inform the HCPC if you become subject to any further disciplinary proceedings.

10. You must inform the following parties that your registration is subject to these conditions:

A. Any organisation or person employing or contracting with you to undertake professional work;

B. Any prospective employer (at the time of your application).

This order will be reviewed by the Committee no later than 23 August 2024 or earlier if new evidence which is relevant to the Order becomes available after it was made.
